You could sue or otherwise subpoena them for that information. Aside from that, there's nothing legally compelling them to even have insurance unless a lien requires it.

Is there a way to find out who someone has their homeowners insurance with if they don't want to tell you?

Small claims court. It's simple to do yourself. If you can obtain a judgement against them, you can compel them to pay you.
It wouldn't really matter to you if they paid you or if their insurance did.

If it helps, here's a tid bit of information for you. Your insurance policy covers damages to your property; dwellings, fences, driveways, etc. Example - your neighbors tree falls on your house....your insurance company would pay for the repair, not the neighbors. Extenuating circumstance would be; if the neighbors tree was dead and you have informed them as such (typically needs to be proved) neighbor would need to take care of it before it damages your property. However, typically you would file the claim on your home for the damages and your insurance company would file a liability claim against their insurance company.

I remember something real similar once like what Dalejbrass mentioned.
A big wind came thru and blew a bunch of tree limbs all over the place.
The insurance called it a act of nature and everyone's own insurance was responsible for thier own damage.

Thanks for your time and reply. I have a problem with a neighbor. He has several (3or4) pitbulls, one of them breaks the chain to get away and has been on my place before (I was a good neighbor and had him come get it) and one he lets run loose on his unfenced property for "protection".
Last month they both came in and maimed a purebred goat so bad it had to be put down and wounded another badly.
The law came out and the situation was documented, the neighbor came over and admitted fault for not keeping the dogs contained.
Now the neighbor will not pay for the dead goat or vet bills.

Due to my situation (full time care for a hospice patient) he knows I can't get out to pursue a legal remedy in court. I was thinking if I knew his insurance carrier and he thought I could file a claim he would be more reasonable.

I'm sorry if I sound like a jerk but the goat was very valuable in more ways than one and word has it he still has the dogs that have now tasted blood so I have the worry of them returning. There are also two other goat farms close and further problems are likely unless he either gets rid of or contains his dogs. Somehow I get the impression he will not be responsible unless he has to.
