Whew. Yep, you have a situation on your hands!
I would assume you have the full right to exterminate the dog(s) if they come near your livestock again. Just don't post pictures of it on Facebook!
Don't know what or if your insurance would do anything about....what type of policy do you have? Homeowners, farm & ranch policy, etc.
An angle you may want to explore is to contact your ins agent, report a claim for your goat (make sure he knows the situation). Depending on the carrier, they could file a liability claim on your neighbor, hence, implicating the dog situation. This indirectly may help resolve your situation or at least help.....because, depending on who he's insured with, more than likely they will write an endorsement or threaten to cancel his policy if he doesn't do something about the dogs.
I can tell you this.....most, if not all ins carriers view "viscous" dogs a "high" risk scenario and will usually steer clear. Pit bulls are not the only pets that are classified this way.
