Howdy! Click on Forum Actions right below the "Forum" block at the top of the thread then click on General Settings on the drop menu. It should be self explanitory from there.
I dunno; I am old and have been trying to post a picture since I joined. I think there's an "ugly filter" or something on here...

Welcome to the board. Go to the top right, click Settings, this will take you to a new page, go to the left side and scroll down to "Edit Avatar". Click that link and then you can upload a picture of your choice.
