Exactly, but the exact same can be said for probably about 99% of the people who buy black powder.

Even including Boston, which has been used in more crimes?

I know, but as we saw with firearms, that makes no difference.

Vast majority of the people, including most gun owners, have never purchased smokeless powder, so it would be easy to paint people such as myself as someone who is stocking up on ammo purely for evil purposes.

Nevermind that many of us go through thousands and thousands of rounds per year for fun and competition.

Guess they figure Michael Jordan got to be so good by throwing 50 shots a year at a basketball hoop.

It definitely seems like a never ending cycle now. It is obvious that they have had these bills made up for years just waiting for a excuse to throw them out there. Coming from Lautenberg I would imagine it will get attached to the back of another bill as an amendment. The biggest issue with this I see so far is there isn't any coverage on it at all. How many more of these bills are slipping through the cracks would be my question. In my opinion this is just as important as all the other anti-gun bills flying around right now.

  • Requires those who want to use black or smokeless powder to obtain a “limited” explosives license. ANY AMOUNT OF LOOSE BLACK OR SMOKELESS POWDER WOULD REQUIRE SUCH A PERMIT. Commercial small arms ammunition (finished cartridges) is exempt. For now.
  • The bill redefines “manufacturer” in terms of explosives to mean anyone who makes something that goes boom, even if it isn’t for sale or profit. Previously, you needed to be “in the business” of manufacturing to qualify as a manufacturer, which means making a profit from your endeavors. As the current law makes the manufacture of an explosive without a license illegal, this is pretty clearly a stab at making tannerite and other binary explosives that people assemble themselves illegal.
  • It expands the factors that would exclude someone from purchasing “explosive materials” to include those who have a restraining order against them.
  • Restricts those who are suspected of being terrorists or on one of the many secret terrorist watch lists from obtaining a license for explosive materials, turning the “shall issue” explosives permit process into a “may issue” permit at the Attorney General’s discretion. And they don’t have to tell you why you were denied, or provide a means of redress.

Not good for anyone that reloads, hunts/shoots with muzzle loaders or believes in freedom.

My God, I wish that we could wake up one day and find out that a law had been passed that would make attempting to create such nonsense an act of treason.

Fertilizer _is_ regulated. Just not by the bag. It takes a bunch of it to make an OKC size bomb. Go to Stillwater Milling and tell them you want to buy a ton or two of "the right kind" of fertilizer. They will sell it to you but they will want to see ID. And farm tax. And, like when you buy formerly over the counter cold medicines, you are now subject to questioning and investigation. Buy enough of it and don't have an obvious agricultural use for it, you will get to have some people in suits come out to talk to you.
