So long as they weren't convicted of any crime, it could be a 1st Amendment issue.They may have a good suit against their department.
If they were just standing ”inside the line” and not participating in the activities to gain entry they could argue that while they were watching they were pushed inside with the crowd and then got out of everyone’s way when the line was crossed.
If all they were doing was standing there watching and smiling what authority does the Chief have? Can the Chief dictate when and where they go and whether they display a smile or a frown?
