My question is pretty much what the title says, is it legal to sell reloads or would a person need some type of cert or license to do so?
Thanks.

You need an ammunition manufacturers license from the ATF if you're doing it as a business.

If you are just selling what you have (for example to go with a gun), it's a bad idea but not illegal.

Nothing personal, but common consensus is that shooting someone elses reloads is frowned upon, as is the sale of such ammo.

And insurance for commercial reloading is expensive. My NRA instructor's insurance does NOT cover it, and NRA policy is NEVER use your own reloads in a class, and NEVER furnish them to anyone, for any reason.

OK CLEET policy on SDA classes is NO RELOADS EVER, even factory reloads. All ammunition used must be factory new.

^^This. Unless you're selling a lot, the ATF will, most likely, not find out about it, but the plaintiff's lawyer sure will if something goes wrong that could possibly be blamed on the reloads.

and IF something goes wrong; IT IS THE RELOADS FAULT. Most factory warranties on guns are void when using reloads.

I reload. I shoot 80+% reloaded ammo. I DO NOT SELL / GIVE AMMO TO ANYBODY I DON"T KNOW. Those that shoot my reloads, I know and trust and they me, which is VERY few.

What about pulling the lever for someone. I love reloading and wouldn't mind running my press for someone that supplied the components and specs they chose so it should be on them but if they gave you a couple of cents per round to run them, that would probably be looked at like a manufacturer.

The short answer is that there is NO WAY to get around the requirements for needing licensing and insurance. Even if they supplied the components - heck, let them supply the press - you assembled the round. If something goes wrong and the round fails, you're screwed.

Just bring them over to your place and teach them to load themselves. Always good to perpetuate the knowledge.
