It can be done whenever you get the itch to SBR it. But it must be done and approved before you build the gun.
1. Legally you can own the upper, you just can't put it on a lower. Its easier to just not have it all so you're not tempted into doing something stupid. That's why I didn't order a single upper component until I had the stamp back.Ahh...so if someone were selling an SBR upper, I couldn't buy it until I first get the lower approved. Bummer.
Once I have a lower designated and approved as an SBR lower, can I have multiple SBR uppers for that lower?
