The tax is on the lower, not the upper. And there's no way to get around paying it.
So when we get these EA lowers in, will I have to decide right then and there if I want one to be an SBR? Or can I wait and do it later?
It can be done whenever you get the itch to SBR it. But it must be done and approved before you build the gun.
Ahh...so if someone were selling an SBR upper, I couldn't buy it until I first get the lower approved. Bummer.
Once I have a lower designated and approved as an SBR lower, can I have multiple SBR uppers for that lower?

You can buy it, but it must be kept in a separate location, where there are NO non SBR or pistol lowers. If you have an AR pistol lower, you're good to go as well.
1. Legally you can own the upper, you just can't put it on a lower. Its easier to just not have it all so you're not tempted into doing something stupid. That's why I didn't order a single upper component until I had the stamp back.

I can't see how that AR needs anything else. A different VFG if it was mine, but otherwise I'd call that one done.
