I have asked around and none of the folks I have asked indicated it was illegal as long as it never had a stock on it. There Are ATF letters online that verify it okay to own, and possess.

I guess it's better to research than get into problems later.
It is legal under FEDERAL law so the ATF is ok with it.
However the STATE statute, Title 21 in this case, does not follow federal law exactly. The same as many states do not allow short barrel shotguns or shot barrel rifles. We are lucky that Oklahoma allows items on the NFA registry.
In this case because the weapon is exempt from the NFA on a "loophole" (for lack of better words), it does not have a way of conforming to Oklahoma state laws in this configuration.
So how is it that it approved federally, but not allowed by the state? I could see high cap mags like California, or other types of weapons like full autos. But this is a shotgun.
