I don't think anyone used the word surprised.
What I meant by that was not only due to his recent decisions but how many politicians in general ever keep their word? Its all about votes for them & they will tell us whatever we wanna hear to get elected then its all bets off, they will do what they want or can get done weather it follows what they said on the ol' campaign trail or not.
