mythical number 10 question

Ok, with all the ban on "high capacity" mag talk, and the potential SCOTUS strike down of them, does anyone know where this mythical number came from? I mean, it probably came about just like all other gun laws, pulled from the ass and passed as gold, but it was brought up in a twitter conversation and it got me wondering.

I'm going to be corrected, but I think it was because back in the clinton days in office the 1911 was the most common and it only carried 8 but could carry 10 with an extended mag.
As I understand the "framework", the not so bipartisan committee said 15 was now the standard mag in deference that the 15 round mag is the most common factory magazine currently made.
I'm not sure why they are so opposed to a 30 round AR mag as that is standard issue for our troops and most shooters now, when the 20 round was standard issue in the 70's.
This is what happens when non gun idiots try to think things out and make rules for us that do know guns.

You're giving them waaaay to much credit. Besides, everybody was moving to "high capacity" pistols by then--the Beretta M9 had been standard issue for several years, the Texas Rangers had standardized on SIGs, and everybody and his dog was hot to trot for combat Tupperware.

I think Corgi is right--10 was the number they thought they could get done. They'd probably have gone for six if they thought they could get away with it.

You should've heard the ring-tailed hissy fits they threw when that 10-round limit kicked off the subcompact pistol revolution. Holy cats, that was amazingly satisfying...
