Yes the lower has to go thru a FFL since it is the part that has a serial number all other parts dont. Depending on your transfer fee decides if this is a real good deal or not compared to just picking one up at a local business.

Nah, I ordered a lower a week or so ago and they didn't charge any processing fee, that I recall.
Edit: Nope, free shipping on the lower I ordered and about $5 in tax. P Nut forever!
