So, does this have to be shipped to an FFL? I've never purchased a lower before.

Also, I put one in the cart and it added $15.99 for Firearm Processing.

Yes the lower has to go thru a FFL since it is the part that has a serial number all other parts dont. Depending on your transfer fee decides if this is a real good deal or not compared to just picking one up at a local business.
I ordered 2 of these years ago and still have one sitting in the safe unused and have had zero problem from the one i built on.

Nah, I ordered a lower a week or so ago and they didn't charge any processing fee, that I recall.

Edit: Nope, free shipping on the lower I ordered and about $5 in tax. P Nut forever!
