NFA question

Ok, was thinking about this the other day and so far I've not found an answer, so I turn to the collective here. Say someone is lucky to find a pre-86 M16 (complete or just the lower) for sale and gets it. After they get the stamp for it, can they modify the weapon? Seeing how the lower receiver is technically the rifle, can they mate it with a newer style upper with an upgraded barrel, barrel shroud, gas block, etc? Or, do they have to keep it in its original configuration and replace worn parts with matching parts?

Technically, the "machine gun" is the receiver made to work with a machine gun sear, etc. The barrel and any other accoutrements have nothing to do with an M16 being a machine gun.

That was my thought as well. So by that measure if I *legally* got ahold of an m16 lower receiver I could put an upgrade stock, handgrip, upper, barrel, etc and basically make it a modern full auto rifle while still toeing the line of the NFA, correct?

Correct, and since MG status trumps SBR, you can run a shorter barrel as well.

Keep in mind that a transferable M16 is in the $20-25K range. A “REALLY” good deal on a lower would be $15K.

Nice, that was another question I was going to ask. The only reason you would need two tax stamps is for the MG/SBR and a suppressor/moderator. The cheapest I've found an M16 was 31k, though I did find a Colt SP1 registered receiver with a modern 300 BLK upper, collapsable butt stock and a standard A2 grip for under 20K. I would get it if I had the money.
