No, but you could start them out in Ohh.....Jr High teaching fundamentals, safety, the reason they Need guns.

Everyone wants to teach responsibility, how about making people responsible for their Own safety.

Why would someone ask someone else to risk their life , because They dont want to.

LEO's have a job, its not to protect me, not saying they wont if need be.

It would take maybe 1/2 a generation, everyone would Need to own a gun.

Dont know about the subsidies, but it would be a Start
