I figure the SS dictated that those in parade would need inoperable weapons for drill. This unit did not have inoperable parade/drill rifles available so they opted to de-bolt to become compliant.

maybe i titled it wrong. i realize obama didn't make the call and its the secret service who does that. its under his watch though. just wondered if its standard practice or not.
