They are dealer to dealer. In my case, I bought something from out of state and I'm waiting on the Form 3 so it can be shipped to a dealer in state. Once in state, I can file for the Form 4.

I filed my Form 1 on eform for a sbr on 12/6/13 and got it back on 5/1314.
