OK - About Those .Gov Ammo Orders

Why the hell does the DHS need 1.4 BILLION rounds of hollow point ammo ? They are NOT the military.

Actually, the military isn't allowed to use hollow points via the Geneva Convention. So why do they need ammo deemed "too cruel for use in warfare"?

I dont know and yeah most cops are bad shots, only a fraction take shooting seriously and shoot 90% or better on qualifications.

My guess is they are buying for more than the upcoming year. We started buying more because of the ammo shortages a few years back. Also when our training budget has some left over we normally buy ammo.

DOC NOAA national marine fisheries, national marine fisheries has law enforcement officers so I see nothing unusual. 16K rounds is a relatively small order.
