You can count me as a “no” on 833. In theory, it could be good, as the land owners in an area could band together to float bonds to improve the infrastructure in that area instead of having the city float bonds for infrastructure in the area, only to spend the money on parks on the other side of town.
The problem is that I don’t trust local governments to not misappropriate that money anyway. I’ve seen enough times that we voted in a sales tax to fund raises for police and firefighters only to see the city take the amount raised by the sales tax out of their budgets the next year that I have no question about their ability to screw this up, too.
