The bill, the Personalized Handgun Safety Act of 2013, mandates within two years that newly manufactured handguns be equipped with the technology that allows the guns to only work in the hands of their owners or other authorized users. Manufacturers that do not meet the standards could be held liable. And individuals or businesses selling older handguns must have them retrofitted with personalization technology within three years after the bill is enacted, at the expense of the federal government.

I think you mean "at the expense of the taxpayer" there...

Someone needs to tell these people that 007 isn't a documentary.

It's science fiction for guns right now, but cell phones are already using biometrics for authentication (http://www.biometricupdate.com/201303/next-round-of-smartphones-to-incorporate-biometrics/). It's going to suck if your gun has no battery to authenticate. They'd have to make the trigger an actuator linked to some electronics (kind of like how modern cars are right now with the gas pedals). I say five years, at the earliest.

As a tangent, http://tracking-point.com/ has an auto-aim system that should be able to get locked down. Thing is cool but totally unfair.

And how are they going to know if you haven't installed the device without a national registry? Can see it now, you report a stolen firearm and are arrested because it was not violated, worse yet, you are charged with negligent homicide or murder, because said firearm was used in a murder by the thug who stole it. Phone calls are in order folks.
