Anything 'Hodgdon Extreme' is going to sell out the moment somebody with a use for it sees it.
I have seen two instances in the last 18 months where I found some on a shelf: Two pounds of H4831SC (which I bought), and then three pounds of Varget at the McAlester Wal-Mart of all places (which I also bought).
It sucks for those that want it. I don't see an end in sight either.

Has anyone used Ramshot Magnum and / or seen any for sale in the Tulsa area?
Aside from Ramshot Magnum, Accurate Magpro is the closest to your desired burn rate...and is occasionally available (especially online).
Magpro is actually a pretty solid powder choice. It's biggest downside to H1000 is that it is a bit temperature sensitive at around 1 FPS/degree F.
