No, it wasn't. According to Wikipedia:
As debate for FOPA was in its final stages in the House before moving on to the Senate, Rep. William J. Hughes (D-N.J.) proposed several amendments including House Amendment 777 to H.R. 4332, which modified the act to ban the civilian ownership of new machine guns, specifically to amend 18 U.S.C. § 922 to add subsection (o):

(o)(1) Except as provided in paragraph (2), it shall be unlawful for any person to transfer or possess a machinegun.

(2) This subsection does not apply with respect to— (A) a transfer to or by, or possession by or under the authority of, the United States or any department or agency thereof or a State, or a department, agency, or political subdivision thereof; or

(B) any lawful transfer or lawful possession of a machinegun that was lawfully possessed before the date this subsection takes effect.
It's a common practice for legislators to insert an unpopular amendment into a bill that has overwhelming support so that either the amendment will be accepted as a necessary evil when it is signed into law or the amendment will kill the bill completely (A.K.A. poison pill.) The FOPA had a number of provisions that were of great benefit to firearms owners ("Safe Passage" provision, prohibition of a government maintained firearms registry, and clarification of who is considered a prohibited person for firearm ownership) so President Reagan signed the bill to enact into law the good parts of the bill along with the bad.

Man, tough crowd. Reagan was one of the most conservative presidents in my lifetime, you'd think he'd be popular on a mostly conservative forum.


Regan was a mixed bag on 2A issues. He was mostly just misguided, and Nancy probably made most of the real decisions for him, if he asked for her input or not. Was never a Nancy fan. I thought she was a fake, self important ***** most of the time.

To be POTUS, at least in modern times, an enormous ego is just one of the personality traits that seems to be required.
I can't think of any POTUS in the last 100 years that wasn't an egomaniac.
With the possible exception of Gerald Ford, who I'm not certain ever really understood what he the job involved.
