I have been told that when using the RCBS press you wind up chasing extracted primers about 20% of the time as opposed to the Lee which has a tube that leads to a baggie or bucket to catch them? Is this a problem?

the presses that put primers on the floor do not get jammed from primers locking things up with nowhere to go,you just sweep up when done, the ones that control the primer better have little turns the primer has to negotiate and sometimes they do not make it and build up inside eventually locking up the press, this may not be the case on all presses, just the ones I have seen.Get the one that does what you need to do.
