My understanding is that the President has authority to sign it and that it will act as law until the Senate approves it. This was done as I understand it to allow the President to act more rapidly in situations where the Senate was not in session.

So if the Pres signs it and the Senate does nothing on it, it will have power until such time as they do. Like others have said, the Senate could just let it lie until there is a more favorable Senate, and then pass it and even with a different president at that time, we would be screwed.

No, but he can do Sole Executive Agreements, which don't necessarily need Senate consent or participation of Congress.

When the president acts with the approval of a simple majority of both houses of Congress, the agreement is known as a "legislative-executive agreement."

He couldn't get a simple majority in the senate let alone the house. All these agreements are still trumped by the constitution, but the courts have already thrown out the 'shall not be infringed' part of the second amendment and this president thinks he can do anything he damn well pleases (such as making recess appointments while the senate is still in session).

Edit: Reread that and caught the sole part, but the part about the constitution and the courts is still true.
