Inside the carb, there are tiny orfices in the throat and discharge.(I'm talking motorcycle carbs, so this may or may not be your problem, but check it out) Soaking in carb cleaner won't clean them out.
One has to use a tiny wire to push through the junk and then do a final clean with carb cleaner. I've typically clipped a wire from a wire brush to do this, or used an "e" string from a guitar.

You're not getting enough fuel. Sounds like the jet(s) in the carb fuel bowl are built up(clogged a little). -get a stiff wire or paperclip poke the hole clean on the jet. Most of them you can unscrew them to clean better if you like.

This is getting interesting. Someone's been in this carb before me.

According to this page, images 14 and 15 show the main jets in the emulsion tube/fuel tube. Mine didn't have them. They're just not there. :anyone:

I did manage to get the solenoid off and now have the carb bowl soaking. The plunger on the solenoid was pretty dirty, but that's cleaned up now. I've also taken some 22 gauge wire to every single little hole I could find.

If the little brass jets screw out your going to have to take them out (choose your screw driver for this carefully) Make sure it completely fills the slot on the jet but does not mar up the threads for the jet. Brass is soft so apply plenty of downward pressure on the jet when unscrewing it. then take a wire and pull one of the single metal wires out the center of it maybe 6 inches long. run that through any and all holes you can find blasting it with carb cleaner in between the process of running the wire through. then use compressed are from an air compressor not like a computer keyboard cleaner kind, preferably one with a rubber tip, hold it up to the hole and blast air through all jets and holes trying to force as much of the air to go only though the jet or hole as possible. Repeat all of those steps till there is no longer any particles or darker goo coming out there will be some in the jets and some in the throat of the carb. Also remove the tank and literally flush it out and inspect the insides for any rust deposits or dirt. flush out your WHOLE fuel system as well. don't allow dirt and debris to be pushed back into the carb and jets you just worked so hard to clean. use only 100% real gas no ethyenal as it deteriorates much faster and many older small engines rubber and plastic components were not ment for it. A fresh hot spark plug never hurt anything either. make sure that all of the butterfly's are free to move and hooked up correctly as well. worked as a small engine mechanic for a few years, Hope this helped.
