Our guide on Texoma used on and we slaughtered the stripers.
The sound simulates the noise when stripers are in a feeding frenzy, dining on shad. I've been in the middle of some surfacing schools, and it's a pretty close imitation.
You have to be on the school of fish though. It's not a locator call.

Just a bit more information, we had a member on OSA that was a Texoma guide. They used to beat the water with a fishing pole to simulate the feeding frenzy, but that got tiresome quickly.
If I remember correctly, he and his dad who was also a guide co-invented the first splasher using a trolling motor and a prop designed to make noise but not supply propulsion.
