Hell, just drive around the SE part of the state, and look at all the piles of trash and debris behind each house and the dilapidated cars/pickups in the front yards, and you will understand how Ok is free to live off the grid.
We drove between the illinois river below Tenkiller to Lock and Dam # whatever in that area on the Arkansas river, and around to Greenleaf lake. I've never been so embarrassed to be from Okla in my life.
The filth those people were living in was despicable.

My grandmother had electricity to her house but never EVER used it. Lit her home with coal oil lamps and cooked/heated her home with coal and wood stoves. No ac...Ha!
Water well 20 yards from the house and well under the house with pump in the kitchen.
Out house too.
Raised her own chickens, hogs, goats and milk cows. Huge garden.
This gal was short and spoke only French. Tough as nails and never saw where without several layers of clothes on and a sweater summer and winter.
We put a phone in her house for emergencies and she made a crochet cover to put over it and never once picked it up.
Sold eggs, goats, milk and produce. Her only on the grid thing was a refrigerator. She thought that was a miracle device.
Off the grid....almost. She passed in the early 1980's.
