First - There is no such thing as gender transition surgery for minors...... You have to be a legal adult (18) to even be considered for that sort of thing in the USA, as well it should be....... (Big Ole Nothing Burger)

Second - If Stitt actually gave a damn about Oklahoma Children he wouldn't have just vetoed the bill giving abused children the right to seek a VPO against their abusers..... So you know "F" him......

As for the hormone therapy it should be a decision made after someone turns 18 and then it should be nobody's business but the person seeking the therapy and their medical team....

Per their website, genital surgeries are for adults only, but apparently breast removals & implants , facial reconstructions are good to go for children.

If what I remember from what I read earlier, I think something like 16 states have similar laws and another 12 are considering it.
