Since OK and TX are reciprocal licensing states, what is the need for a TX non-resident license, if you don't mind me asking?

The laws in Texas are quite a bit different than Oklahoma's laws if I am not mistaken.

Not a resident of OK.

I suspect you actually are (your location shows Yukon) but you just don't know it yet. Legal research would probably be advisable unless you are a member of the US military. They are the only ones I know that can live someplace and not be a legal resident.
