Not defending Chicago, but these numbers are based on a metropolitan statistical index. “Chicagoland” is quote populous. Around 9.4 million people. The rate was 9.9 for 100,000 in ‘18.
I stayed in Chicago metropolis for a bit. It wouldn’t surprise me a bit if a good number of homicides occurred in Cook Co. Thats not a place to be in some parts for sure.
