You can use air pressure to hear gurgling water from a leak. Turn off the water supply to the house and make a connection from an air tank to a faucet or hose bib.
Still need to dig up the line between the house & cutoff valve to make sure it's not there.
Yeah, it's a gate valve, probably 16-18" from the house. When I close the valve, the water meter stops.Do you not have a shutoff on the house side?
