Will new open carry law affect long guns in vehicles?

Currently, per SDA rules, a CC licensee may have an otherwise legal long gun (rifle or shotgun) concealed in their vehicle with rounds in the magazine, but with an empty chamber.

When the new bill passes, will such firearms be allowed to be "openly" carried/ in plain view?

I'm not clear if 1289.7 and 1289.13 in the current reg address this. Maybe we are already allowed to have a long gun in plain view w/ rounds in mag.

The current law doesnt say it has to be concealed.

"For purposes of this section “open” means the firearm is transported in plain view, in a case designed for carrying firearms, which case is wholly or partially visible, in a gun rack mounted in the vehicle, in an exterior locked compartment or a trunk of a vehicle."
