I'd really rather not get into a Trust but I would like to SBR a couple of my rifles. Seeing as I can't move to Wagoner County right now, will the Tulsa County Sheriff sign off on SBR paperwork?

Not sure about the Sheriff for Wagoner County as to what his stance is. The Undersheriff for Tulsa is the one who signs for the Sheriff there and it is a little bit of a chore for non-LEO to get their paperwork signed but I hear that he does after a quick background check. Not sure about the newest Chief for Tulsa but Palmer refused to sign off even for his Officers.
Last I heard the interview also goes like this
1. are you employed?
2. how long at this job?
3. do you own your home?
4. do you have a gun safe?
5. do you have a monitored alarm system?
6. do you belong to a gun club?
let me do a quick background check.
And the above has exactly WHAT to do with your right to own an SBR?
