The Sheriff, being elected by the people, SHOULD be in charge and No Cops needed.

Precisely!The more I read about Earp and the whole thing that went down in Tombstone the more I can relate to the Clantons' and "The Cowboys". Yes, they were outlaws, no doubt about it, but what gave Earp the right to infringe on the 2nd Amendment. IMO, not a damn thing. Also, like TK already said, there wasn't much differentiating Earp from the "outlaws" he was policing. When it comes down to it he (Earp) was cut from the same cloth.

I am going to say one more thing. For the common citizen not wearing a gun after the cowboy days was the norm for over 100 years. Now, I won't go anywhere without it and two reloads, I even carry one around the house.
I DO NOT advocate gun control but in his day, it seemed to have worked for every jurisdiction he was employed by he was hired to "clean up".
