I like my DPMS Gen 2 Recon version. They have trimmed the weight down to 7 pounds and recoil is still relatively light for a 7.62X51 cal AR.
I have a buddy with a first generation DPMS SASS that is very accurate but very heavy if your wanting more of a long range shooter. He also had an Armalite AR10T that was very accurate with the right load but it was a little pricier than the DPMS. DPMS makes a Gen 2 SASS that is a lot lighter but I personally have never seen one locally for sale.
I dont see much decent surplus ammo for sale anymore for plinking. If your wanting accuracy your either gonna have to hand load or pay a buck + per round for factory ammo.

Decide what you want to do with it? Plink, hunt, etc. Then by the best you can afford.....that way you only cry once. Put the money into your rifle....then scope. You always by a scope. All the common brands will serve you well once you decide on features. I would stick to DPMS based systems for parts and accessory convenience.
Short answer, build one. But it's just as cheap to buy one, you say. I thought so too, until I built my own about 2 months ago

As for what it cost to build, a little more than a DPMS striped down sportical, a lot less than DPMS gen2, lr308, wind ham or others. Around $1100-1200.

just had a thread about this not long ago...and the overall conclusion was go Armalite or go home.
If you are planning on building one, a great gunsmith told me years ago that the barrel is the soul of the rifle. I agree with him. If funds are limited spend extra on the barrel trigger and scope, for the rest just get functional parts.
Ive got a rock river arms LAR8, and although it is very accurate there is such a huge percentage of it that is proprietary that it makes changing anything up expensive. Buddy had a M&P10 and they have some pretty cool features and good reviews.
