Does the bill apply to all handguns or just semi-autos? The linked article says semi-auto handguns but on reading the bill, it seems to apply to ALL handguns.

Not to worry, though; Bobby Rush has been introducing a 'Blair Holt' bill of some sort for the last 20 years and they have all died in committee.
