The OP hasn't gotten back to us on this, so I'll add this. Yes, law enforcement officers are allowed to have these mags. It is the responsibility of the purchaser to make sure he's in compliance, not the seller. If the OP failed to put the disclaimer, "No sales to the People's Republic of Kalifornia", and he feels compelled, for the sake of feedback, to make the sale, he should get a copy of the buyer's ID confirming that the buyer is professional law enforcement.

Personally, I would not ship anything to that place, but in all fairness, the LEO didn't write those insane laws. The pimps and whores in Sacramento did that.

Did you have a disclaimer in your comments stating no sales to CA?

He doesn't need one. Sites like Gunbroker and Armslist all have disclaimer's in the terms of use that require adherence to all local, state and federal law. Regardless of the content of the ad.

Shipping mags to California, in most cases, is not legal...whether not he puts "No sales to CA" in the ad. Not being a California resident, and having zero idea what a legit California LEO's credentials should look like, he is well within his rights to pass on the sale.

From Gunbroker. Yes, it says firearms but not a leap of logic to realize the same applies to other restricted items:
