Stock fit can be a big deal too, as far as felt recoil. Like was said above, to compare recoil, you'd have to compare the same gun in each caliber. So M1 Garand vs M1a, or Rem 700 in .308 and .30-06. But comparing a lightweight bolt action .30-06 in an ill-fitting stock and no recoil pad to a bull barreled AR style .308 would not be fair.

Also - proper mounting of the gun and using your body as dead-weight (and a proper cheek-wield) will make the difference between the two seem almost negligible.

I've noticed more and more new rifle shooters love to shoot and then quickly pop-up to check their target, or attempt to muscle the rifle into recoil-submission, or even positioning the butt-stock way out on the edge of the shoulder.

Proper mounting makes recoil much less, that combined with apples-to-apples comparison of similar weight/stock/operation makes the two calibers very close to the same felt recoil in similar bullet weights (175gr is where .308's felt recoil starts to get noticeable for me).
