Used Monarch in the past. Was dirty, weak recoil. Wonder if it has changed?
Probaby depends on who they contracted to make it. The steel ammo they used to sell was your typical Russian stuff. The brass cased is usually PPU, which has a good reputation. Some of their brass cased has been Armscor which sounds like what you described.

The only issue that I've had with Monarch was some of their 12 gauge buckshot would swell and get hung up when chambered.

I’m contemplating it. Not a huge fan of Monarch since it’s pretty dirty, but I’ve never had any issues running it the few times I have. Not the greatest ammo but good for plinking on the range.
