Maybe but it just sounds like a REALLY bad time to make that decision.
Don’t the barriers block the actual entrance of the street? The police cars blocking the road do nothing if the sidewalk is wide open.
Exactly….the cylinder idea is used in many places, but I have never seen any that blocked a sidewalk. Most instances, the sidewalk would be even easier than when blocked by a car. NYC uses trash trucks, etc. bumper to bumper. I suspect that the city mgmt thought was prep for Super Bowl was target #1. They have New Years Eve every year, and never had problems, so let’s concentrate on Super Bowl.

All the emphasis on steel tubes does nothing.

This individual had plenty of time that evening to see which sidewalks were more accessible than others.

Just to many coincidences to write off.
The coincidences were probably figured into the planning. It’s not like the work on the bollards was a secret; anyone scouting the location could tell that they were gone. It’s not like they would need to keep that a secret, either, as they had contingency plans in place (e.g, using cop cars to block the streets),

It’s entirely possible that the attack was planned for the Super Bowl and they just moved it up because the bollards were removed for repairs. They may be detestable pieces of subhuman filth, but they’re not dumb; reading the accounts of our GWOT veterans very clearly indicates that they are capable of assessing our defenses and finding weaknesses to exploit.

I used to get yearly haz-mat training from a guy that now works for the Feds - he's a sharp experienced dude that knows more about chemicals than Ozzy Osbourne. His son is also on an anti-terrorism team. That doesn't give me any special skills, but his insight on how vulnerable we are to terror threats was eye-opening.

In about five minutes he could explain several potential scenarios right here in Tulsa that could get thousands killed, with no real expertise needed, and very little in the way of specialized supplies.

His take then, and my take now is that most of these clowns aren't smart enough, haven't realized enough opportunities enough to do real damage - yet. It's just a matter of time before someone bright enough to carry out a more expert plan hits us hard.

What's kept us safe thus far is that the imbeciles that fall for "radicalization" aren't usually smart enough to do much of anything requiring planning, math, ambition, etc... what we're getting is the "drive by shooting" version of terrorism.
