This does seem a little over the top but remember where it is. I thought views such as this were a requirement for all chiefs of police. 
Now hold on guys, there is a bit of truth to what he is saying. He overstates the case a bit, but there is a kernel of truth there. If cops only used their guns in defense of self or others, then he might be off base. But that is not always what cops do. First and foremost, they enforce the laws. If the laws only outlawed behavior that is violative of the rights of others then it could be said that they only use force defensively. But the laws prohibit plenty of things that are not violations of anyone's rights. When these laws are enforced, it cannot be said that cops are defending anyone. They are acting in a purely offensive role. Of course cops carry guns for a defensive role as well, for situations in which, say, a person has deadly force initiated against him and the cop shows up to help. That is where this guy goes too far in implying that cops do not carry guns for ANY defensive purpose.
Intimidate and show power? Sure, it would be hard to say at that isn't an effect of openly going about armed. Whether that power and intimidation is used defensively or offensively is up to the bearer.

Local police departments are a breeding ground of idiocy. They shouldn't even exist. I think that policing ought to be handled by sheriffs who are accountable to the people directly.
He already had the stars and showed up for the vote(ala george washington showing up at the contenental congress meeting in his uniform from the french-indian war,so he was chosen to lead the army)
