If you're talking about pretty serious SHTF you might want to listen to a wide range of frequencies to see what's going on, even if you can't transmit on them.
Maybe a shortwave radio in addition to your GMRS.

Blindone, it's a learning curve, but once you learn all you can learn it's a ball of fun. They have a South Central Kansas React team that now uses GMRS. I built a J Pole antenna, put it up 25' and hooked up my handheld to it. check out :

In a SHTF scenario, I doubt you would have to worry too much about being licensed or not.

I have an Icom IC-705 and a small portable loop antenna (ham license required). I actually made contact into Vancouver Canada on 10 watts! It’s portable, battery powered, does vhf uhf and hf, and can be set up about anywhere.

This is true but as ForsakenConservative said there is a learning curve. Not only with the radio itself but there are many different modes for communication.
