Passed in the senate with an “emergency status” meaning it will be effective on the date that Mary signs it, assuming she keeps her word.

When looking over the bill I noticed on page 25 that "SECTION 13. This act shall become effective November 1, 2018."
I was confused because of this and looked up what the "emergency clause" definition was according to http://www.oksenate.gov/legislation/glossary.html and found this "Emergency Clause - a provision, requiring two-thirds approval by both houses, that allows a measure to become effective immediately upon the signature of the Governor or at a specified date."
So does this mean it still wouldn't take effect until November 1, 2018?
Fallon better sign it. This will allow my cousin who doesn’t have the money to get a license finally be able to carry. I won’t be completely happy until it is signed.
I gotta ask...all these people who dont have money for a license...where are they gonna get the money for a gun/holster/ammo?

Maybe they already have a gun, maybe they have enough for one but not the other. Who knows?
The better argument, though, is that a right for which you have to pay is being infringed, and that Shouldn't Be.
That should be the stance.

Several elder people who have owned a gun all their lives cant afford a permit because they are now living on a fixed income. SS or what meager savings they have left after putting their spouse in a nursing home for 2-3 years left them broke. It happens often.
I'll never understand the I can't afford it B.S. My nine year old daughter went around the neighborhood with one of her friends washing cars last Saturday and her personal take was $31. An adult that can't find $200 to get their CCW simply isn't making it a priority. I fully support constitutional carry and I'm happy it passed. I'll continue to renew for reciprocity when traveling out of state though.
Your daughter isnt on disability or SS and cutting coupons to eat. Maybe you should live how the other half does for a while to appreciate it. Its certainly not the majority of circumstances but it does happen a lot.
