I think a little of both. The Kansas Wildlife webpage lists fishing opportunities for channel cats and bass. I walked most of the way out there and it wasn't even soggy, and there's been a ton of rain here in the last couple months. I don't think they've given up on it entirely, but its probably close.

It is Kansas, you may very well be the first person to visit the lake in 2-3 years.
