IMHO, it was very much in play--considering that the new election reform legislation in question was sponsored by Sen. Angela Giron, who is also facing a recall - essentially allows anyone who has lived in Colorado for at least 22 days to vote in the recalls. Just call it part of the lib's defintion of a "Level Playing Field".
