Well, that's not correct. Obamacare required a personal mandate that gave a fine for those that didn't apply for obamacare. It was low enough for the young ones that they paid the fine vs paying the premium.
Thanks to Trump for doing away with that mandate.
What about the state's requirements that automobile owners have at least some insurance on their vehicles, such as liability?
Respectfully, that requirement is for exercising the privilege of driving, not for existing as a citizen.
