The man died too quickly, but his death was due.
If the police departments knew AND did nothing - then they are legally culpable and the departments should be tried also.

Although, if the man had prior cases of child predatory action AND had a "no contact order" with this child - YET the child was found with him.... makes me question the child's decisions to a small bit.

14yo girls are not known for their wisdom, and are often overly impressed with older men who take an interest in them. Pedophiles are likewise not known for their wisdom, and are often overly impressed with their own desires.
