Thanks Joe, I got the ‘nut’ off. It’s nice and shiny now. Would like to do the same with the bolt head
I might reach in there with some channel locks and see if I can spin it. Then try working it out
It's likely a carriage bolt with the square section under the head. It may not "spin" but a little back-and-forth wiggling should help!

Doesn’t look like anything can really be holding it on there other than grime/time. Drill a hole in old 2x4 to make a jig for the bolt to fall through while the rest of the stock can be supported and won’t have a chance to do something stupid and give that crusty old bolt some taps
