So if this is now on the Form 1, wouldn't that only apply to applications going forward not to existing form 1 stamp holders? I realize this is probably a stupid question as the ATF will most likely arbitrary apply it to all past and present.

This is across all form 1 and form 4's based on what this says. I'm really want to find more information on this to see if its true, and when they made this "new" Rule.
