Sure, the tazer didn’t touch him, he took a fighting stance & he’s resisting arrest. Are they supposed to talk him into surrendering?
Beating someone with handcuffs in your hand (basically brass knuckles) doesn't seem right to me. The guy was probably a tool but I tend to think there was another way to de-escalate.

So after the taser didn’t work, the cops should have said, “ hope I wasn’t out of line with my taser. Since you refuse to be arrested, let’s talk about it”

That’s not a good place for cops to fight. The guy had the cop by the collar & was bigger than him. If he pulls the cop down against the hard seat & concrete steps; then serious injury to the cop can occur.
Once the taser starts & the guy rips them out, I think the cops have every right to use force to get him to comply & in cuffs.
I’m not a cop, so hopefully they can give their perspective. But if I was a juror, I’d side with cops based on that video.
